An Act to Commit a Fair Share to Early Childhood Education
With annual infant care averaging $26,709, Massachusetts is the most expensive state for childcare, while providers face poverty wages and 40% staff turnover. The Commonwealth Cares for Children (C3) program has successfully stabilized the sector by funding providers directly to raise wages, keep tuition stable, and expand capacity.
However, C3's funding is subject to annual budget negotiations, creating precarious uncertainty. This bill establishes a permanent statutory floor, directing at least $360 million or 16% of annual Fair Share Amendment revenues directly into the Early Education and Care Operational Grant Fund. This ties childcare stabilization to the state's millionaire surtax, ensuring funding grows alongside state revenues.
