An Ordinance Regulating Vacant Properties in Cambridge

Prolonged commercial vacancies degrade municipal business corridors, reduce foot traffic, and cause blights like rodent infestations and vandalism. Because landlords often hold out for national chains—as the "option value" of vacancy exceeds lost rent—cities face artificial retail stagnation and unresponsive property owners.

This ordinance mandates that Medford commercial property owners register vacancies active for over 90 days, paying fees of $1,000 in Year 1, $2,000 in Year 2, and $3,000 thereafter to cover inspection and monitoring costs. To promote revitalization, owners can obtain waivers by agreeing to display public art, host community events, or prove active property improvements.
