An Ordinance Establishing the Sidewalk Accessibility Program

Deteriorated, historic brick sidewalks are highly hazardous for seniors, wheelchair users, and parents with strollers, often forcing them into active streets. While municipalities are responsible for maintenance, brick repairs are expensive, and local funds are consistently prioritized for big-ticket sewer and road projects, leaving accessibility barriers unaddressed.

The Sidewalk Accessibility Program creates a dedicated fund within MassDOT to provide repair grants and technical assistance to municipalities that adopt local ADA plans. Upgrades will use character-preserving materials like machine-cut brick that ensure a flat, safe surface. The program is funded by dedicating 1% of state lottery revenues, generating over $65 million annually without new taxes or fees.
