An Act Regulating Municipal Usage of Automated Road Safety Technology
Speeding and red-light violations contribute to a third of traffic fatalities, yet Massachusetts legally prohibits municipalities from deploying automated enforcement cameras. Physical traffic stops are increasingly costly and prone to enforcement bias, highlighting the need for a neutral, automated system that deters reckless driving without direct police contact.
This bill authorizes municipalities to deploy automated cameras in school, construction, and high-crash zones to enforce speeding, red-light runs, and bike lane obstructions. To prevent "cash grabs," fines are capped at $25, and all excess revenues are remitted to MassDOT for local pedestrian safety upgrades. Civil liberties are protected via mandatory face-blurring and deletion of data within 48 hours.
