An Act to Protect Community Trust

Uncoordinated collaboration between local police and federal immigration agencies destroys community trust and harms public safety. When immigrant communities fear that contacting local police will lead to deportation, victims and witnesses refuse to report crimes, which erodes neighborhood security and exacerbates police retention crises.

The MPCTA establishes a state-level vetting process for immigration collaboration agreements (like 287(g) contracts). While not banning agreements, it requires law enforcement agencies to submit a comprehensive plan containing community feedback and information-sharing policies. The Division of State Police Oversight and the Inspector General must review these plans to verify compliance, requiring final joint legislative approval.
