An Act Ensuring Critical Investments in Fire Apparatus Parts and Repairs
National consolidation in the fire engine supply industry has created severe procurement bottlenecks, leaving Massachusetts fire departments with aging, deficient trucks and delayed emergency response times. These delays are worsened by restrictive municipal bidding rules and unstable revenue streams, hindering critical repairs like broken water tanks and outdated connections even in well-resourced towns.
This bill introduces three reforms: it exempts fire-truck parts procurement from Chapter 30B bidding rules for rapid acquisition; expands the "Right to Repair" law (Chapter 93K) to require manufacturers to provide diagnostic tools and parts to local shops; and establishes a $60 million competitive state grant program to fund repairs. Grant distribution will prioritize departments demonstrating critical operational needs and high call volumes.
